Let's duplicate the functionality of OS2APIC

Let's look at some reports:

Users can't purchase license for IBM SMP kernel, it's expensive, so I offer include the functionality of OS2APIC to ACPI.PSD

I understand that OS2APIC doesn't relate to ACPI, but SMP relates to ACPI.
