Have FM2 change the "name" of the icons used for user added commands on toolbar when the command # changes

Would need to rename to temp 1,2... first to avoid potentially over writing each other. We should show the resource number somewhere to make it easier when adding the icons. Perhaps an icon subdirectory should be added to reduce the clutter in the fm2 directory.
