Fixed the INTERMDIATE and SECONDARY test failures in r1994. See also Savannah bug #15919 (https://savannah.gnu.org/bugs/?func=detailitem&item_id=15919).

There is also a problem with double colon rules, they screw up with -j 2+. This has been fixed in kmk but should probably be reported to the GNU Make guys, but I'm not spending time on that unless they bother responding to the two current reports.

Merge committed in r1993.
There seems to be a regression wrt INTERMEDIATE and SECONDARY tests. Will have to check if these tests work with -j N and normal make.
